Lionel was one of the best persons I have ever met in my life. He loved his family. He loved sports. He loved the law. He was funny! His integrity was beyond question. His commitment to fairness and honesty was constant. He was strong minded and unrelenting when he knew something was wrong and should be righted. He was my college education. He was my friend. I will miss him forever. Rest in peace, Lionel.

If you worth as a person is measured by your impact upon others, Lionel Batley was the wealthiest man I have ever met. When I joined GSA in March 1992, Lionel reached out to meet me and begin his training of this new realty specialist in federal real property law. He provided guidance, assisted in drafting, and was a calm, reassuring figure. He was always a gentleman. His knowledge of federal regulations and laws, did not require him to do in-depth research - he just knew what was required and why. I know that my generation of realty contracting officers in GSA Region 2 could not have accomplished that which we did without Lionel being there to guide us. In the years since I left Region 2 I have often thought of Lionel as I have heard of his health issues, and wished I had reached out to him earlier to convey my deepest gratitude. I hope that my prayers for him have been heard. He certainly will be missed. May G-d welcome him to his reward for a life well lived.
